James, 4:3

Ye ask, and receive not, because ye ask amiss, that ye may spend it in your pleasures.

You ask [God for something] and do not receive it, because you ask with wrong motives [out of selfishness or with an unrighteous agenda], so that [when you get what you want] you may spend it on your

You ask, and receive not; because you ask amiss: that you may consume it on your concupiscences.

Even when you do ask God, you do not receive anything. That is because you ask for the wrong reason. You just want to use these things to make yourselves happy.
